Dholera was notified for customs in April 2025 and plans an international cargo terminal. What is confirmed, what has slipped and what cargo hubs need.
Passenger flights get the headlines, but Dholera’s airport was designed with cargo in mind. A semiconductor ecosystem needs fast, reliable freight, and the airport is planned to provide it. This article explains what has been officially confirmed, what has slipped and what a working cargo hub needs. It also explains why cargo news matters less to a plot buyer than people say.
What Is Officially Confirmed
The customs notification. On 15 April 2025, the Central Board of Indirect Taxes and Customs issued Notification No. 25/2025-Customs (N.T.), adding Dholera to the list for Gujarat under Section 7 of the Customs Act, 1962. The new entry authorises the unloading of imported goods and the loading of export goods or any class of such goods at Dholera. In practical terms, it is the legal basis for customs clearance of cargo there.
The cargo terminal tender. Dholera International Airport Company Limited (DIACL) invited bids for operating and managing the international cargo terminal and ground handling for seven years, with international air cargo planned as the first phase.
What Has Slipped
Earlier reports said international cargo operations would begin in June or July 2025. That did not happen. As of early October 2026, the airport had not opened for commercial flights, with the government’s September to October 2026 target dependent on licensing. We have not seen a confirmed date for the first cargo flight. Treat any date as a target.
What Is Reported About the Facilities
- The runway is about 3,200 m long and designed for large aircraft.
- A dedicated cargo terminal of about 2,500 sq m is reported to be under construction.
- The airport is planned to connect to the Ahmedabad–Dholera Expressway and, through a spur, to the semi high-speed rail line. See Semi High-Speed Rail to Dholera and our route guide for how the airport connects by road.
What a Cargo Hub Needs to Work
A cargo airport is more than a runway and a shed. Typically it needs:
- Customs clearance and officers on site
- A cargo terminal with storage and handling equipment
- A ground handler and an operator
- Airlines or freighter operators that choose to fly there
- Road and rail links for trucks and trains
- Bonded and cold storage for sensitive goods
- Freight forwarders and agents who bring customers
Some of these are in place or planned. Others depend on demand, which takes time.
Why Cargo Matters to the Region
Semiconductor and electronics manufacturers move small, high-value shipments where speed matters. Reports describe the airport as part of Dholera’s plan to serve these industries, alongside rail freight and port links. Gujarat’s policies for semiconductors and data centres are explained in Gujarat Semiconductor and Data Centre Policies 2026.
What It Means for Plot Buyers
- A cargo terminal does not make a plot valuable. Title, zone, access and your own timeline matter more.
- Cargo is tied to industry. Volumes follow factories, which are still being built.
- Distance claims need a starting point. Measure from your exact plot, not from “Dholera.”
- Timelines can slip, as the 2025 cargo target already did.
Questions to Ask
- Is there a confirmed first-flight or first-cargo date from DIACL or the Airports Authority of India?
- Who will operate the cargo terminal?
- Which airlines or freighters have committed to fly there?
- Does my plot’s height limit take the airport into account? See Plots Near Dholera Airport: Height Limits and NOCs.
Frequently Asked Questions

Bottom Line
Dholera has the legal basis for cargo and a terminal planned, but operations depend on the airport opening and on customers choosing it. Read cargo news by stage, and let verified documents guide your decisions.
